Description:Files not in OWP can also be copied to the target directory

Steps:
1.Choice a file which not in the load UDD
2.Click Confirm
3.Go directory "/home/adacs/current/bin_RT/froid/at_tproto/"
4.Check the newest file in the directory

Actual results:Files not in OWP can also be copied to the target directory
Expected results ：Only files that already exist in the OWP are allowed
